Bid Architect

Conduct Financial Deal Shaping, including: Pricing Strategies, Performance Based Contract structures, competitive pricing analysis, price-to-win targeting, develop pricing proposals, and lead the development of proposal Business Volumes.

 

Key Responsibilities:

·        Coordinating Business Volume activities including RFP compliance

·        Managing/Interfacing with Pricing, Subcontractor Bids, Competitive Analysis, Legal, Finance, Tax, Technical Solution and other internal teams

·        Performing financial deal structuring including development of cost and price modeling alternatives

·        Conducting sensitivity analysis to maximize returns while minimizing risks

·        Developing cost targets and pricing assumptions

·        Leading financial reviews with executive leadership

·        Developing a network of people within company and contractors that can be called upon to supplement deal shaping team

·        Developing skills and consistent practices across the operating unit.

·        Developing common methodology and training materials.

Knowledge and Requirements:    

·        Understanding of finance in the areas of both analysis and modeling.

Opportunities Overview

Contracts Administrator:

Manages the formulation of contract policies, procedures, methods, operating practices, and performance standards for division/product areas and programs. Works on more complex bids that may require integrating proposals from subcontractors and other potential vendors. Facilitates effective implementation of contract responsibilities within program objectives and requirements. Duties include management and administration of company contracts including overseeing proposal preparation and contract negotiation. Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, company, and customer objectives. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. May be responsible for the employment, training, motivation, and evaluation of assigned employees.

Subcontracts Administrator:

Responsible for preparation and administration of subcontracts, task orders and subsequent amendments. Participates in teaming agreement and strategic marketing alliance negotiations between internal and external sources. Reviews client solicitations received by company providing recommendations regarding outsourcing requirements to business management proposal team. Duties include, but are not limited to: negotiation of terms and conditions, analyses of price, and creation of the subcontract document. Responsible for monitoring of subcontractor's performance, including the management of deliverables and payment of invoices. Always fully informed on all subcontract standards, plans and policies. Prepares and supports subcontract negotiations. Ensures subcontract is in accordance with legal requirements, customer specifications, and government relations. Monitors subcontract performance for conformance to requirements to protect the interest of the company. Maintains contact with senior management regarding the performance of subcontract negotiation, preparation and monitoring. Prepares and disseminates information to appropriate employees regarding subcontract status, compliance, modification, deviation, negotiation and termination. Provides team leadership to lower level employees. Provides proposal support in the subcontracts department.

Qualifications

Requires Bachelors degree (in Business Administration or related field) or equivalent experience, and at least 2 years of related (government contract/subcontract administration) experience.  Mid/senior-level positions require more years of experience

Qualifications

Educational, experience, and certification requirements vary, but most of the acquisition support services positions start at an Associate’s degree, including at least 24 hours of business-related courses, 3-10 years of progressively responsible experience as a Contract Specialist/Officer within a U.S. government procurement organization, and qualification / certification at DAWIA Level I, II, or III in Contracting (or military/private industry equivalent certification).  In addition, the ability to apply principles and language of FAR, DFARS, and prevailing local government regulations is essential.  Proficiency in the use of at least one automated procurement system in use by the Government (e.g., DoD SPS / PD2, Comprizon, CompuSearch, Momentum, Prism, etc.) is desirable, and may be required, for some positions.
